Online Referral System Beginning in September 2008, the Saint Paul Schools moved to an online process to refer students for a special education evaluations. The online process is used for all initial referrals as well as all re-evaluations. General education teachers need to be familiar with the online process to refer a student for an initial evaluation. Special education teachers need to be familiar with the online process to support their general education colleagues to use the system as well as to refer students who already qualify for special education for re-evaluations or evaluations for a new area of concern. The information entered should address student concerns as well as provide data related to student achievement and behaviors. All information entered into the "Referral to Special Education" is covered under the Saint Paul Public Schools' policies on confidentiality (Student Records and Your Rights). Only staff directly related to a student's referral may view the record. Similar to other school records, parents have the right to access the referral information. The online referral process was upgraded in September, 2009 based on teacher and administrator feedback, The "Key Points" handout provides directions for maneuvering through the site.
